The index line barely moved. Almost everything else did. Gold rose 3.84%, silver 4.47%, bitcoin 6.21%, the dollar fell to its lowest since May, and the 30-year yield dropped nine basis points — while the S&P 500 crawled up a fifth of a percent. Two things happened today and they pointed in opposite directions: the Treasury intervened in its own bond market, and the Fed’s July minutes revealed three votes for a rate hike. Markets traded the first and ignored the second.

Treasury doubles long-bond buybacks as Bessent moves to steady the bond market — CNBC

The organizing event of the day. Treasury announced it will at least double the maximum size of its liquidity-support buybacks for long-dated debt — from $2 billion to at least $4 billion per operation — covering the 10-to-20-year and 20-to-30-year sectors, effective September 9 through November 4.

The move was unscheduled and came directly after 30-year yields hit their highest level since 2007. The reaction was immediate: the 30-year fell to 5.19% (-9bp) and the 10-year to 4.65% (-5bp), while the dollar sold off across the board.

Worth being precise about what this is. Buybacks are a liquidity-management tool, not quantitative easing — Treasury is repurchasing off-the-run debt, not expanding a balance sheet. But the timing is the message. The Treasury Secretary responded to a yield level, and markets read that as a policy commitment to cap long-term borrowing costs. That is why gold, silver, and bitcoin all ripped simultaneously: the hard-asset complex prices fiscal dominance, not liquidity.

Fed’s July minutes show the most fractured vote in years — three dissents for a hike — Quartz

The July 28–29 minutes, released at 2pm ET, detail a 9-3 vote to hold. Cleveland’s Beth Hammack, Minneapolis’ Neel Kashkari, and Dallas’ Lorie Logan each dissented in favor of a quarter-point increase. No Board governors joined them.

The hawkishness ran deeper than the vote count. Participants noted that “policy tightening would likely be necessary if inflation did not decline,” and some argued financial conditions may not be tight enough. Kansas City’s Schmid and St. Louis’ Musalem — non-voters in July — subsequently indicated they would have backed a hike.

This is the tension worth sitting with. A committee drifting hawkish, and a Treasury actively suppressing the long end. Today the market chose to trade the fiscal signal and discard the monetary one.

Merck–Moderna melanoma vaccine hits its Phase 3 endpoint — the first ever for a personalized mRNA cancer therapy — 24/7 Wall St.

The INTerpath-001 trial of intismeran autogene paired with Keytruda showed statistically significant improvement in recurrence-free and distant metastasis-free survival in melanoma patients. Moderna rocketed 93%, Merck gained 7%, and BioNTech added 22%.

The read-through hit two watchlist names hard. This was the single largest source of alpha on the tape today.

Market Outlook

Equities finished marginally higher — the S&P 500 up 0.21%, ending a three-day losing run — but the index move badly understates what happened, because the Treasury’s unscheduled decision to at least double long-bond buybacks to $4 billion per operation sent the 30-year down nine basis points, the dollar to a three-month low, gold up 3.84%, silver up 4.47%, and bitcoin up 6.21% in a single coordinated repricing. What makes it notable is what markets chose to ignore: the 9-3 July FOMC minutes, released the same afternoon with three regional presidents dissenting for a hike and participants warning that tightening may be necessary, should have supported the dollar and pressured hard assets — instead investors treated an activist Treasury as the more binding constraint than a hawkish Fed, which is the definition of pricing fiscal dominance over monetary policy. Note too that crude did not participate, which argues this was a monetary repricing rather than an inflation scare. Beneath the macro, the day’s real alpha was idiosyncratic and clinical: the first successful Phase 3 readout for a personalized mRNA cancer vaccine lifted Tempus AI 24% and Pfizer 3.6%, while semiconductors ignored the bond relief entirely, with Intel down 4% and now trading below its own $95 offering price — the market is still separating who pays for the AI buildout from who benefits. The divergence that warrants the most attention is Meta sitting within 5% of a 52-week low and Rocket Lab falling 4% on a broadly risk-on session, since names that cannot rally on good days tend to lead on bad ones. All roads now run through next Wednesday, August 26, when NVIDIA reports into PCE and the second-estimate Q2 GDP revision on the same session — and then to Friday the 28th, when Fed Chair Kevin Warsh delivers his first Jackson Hole keynote to a market that just spent a day betting against his committee’s own minutes.
